The Local Civil Registry Office (LCRO) generally takes charge of the implementation of civil registry laws. The Civil Registrar shall take charge of the Office of the Civil Registry and shall:

Compile the same monthly and prepare and send any information required by the Civil Registrar-General

Issue certified true transcription or copies of any document registered upon payment of proper fees

Accept all registrable documents and judicial decrees/orders affecting the civil status of a person
